The process is basically two layers compressed together with heat and pressure.
The base metal is usually made of brass and the outer layer is of cores Gold.
When high quality gold filled is produced it would have the same appearance as 14K gold (58% gold)
The Federal Trade Commission of the USA is an authority to determine the quality of Gold Filled. When the gold layer used is 10K gold, the Gold layer should be at least 10% of the total item weight. When the gold layer used is 12K gold or higher, the Gold layer should be at least 5% of the total item weight.
In the jewelry business, the most commonly Gold Filled used is 12K and 14K 5% (1/20) of the total item weight.
Some Sterling Silver are seldom used as the base layer, these items would be much more expensive.
Rolled Gold Plate (RGP) is known and approve by the Federal Trade Commission as items with less thickness of Gold then the one approved as Gold Filled, the standard is a 12K double side gold layer each layer is 1/60 of the total item weight.
While Gold Filled items would hold up to 30 years, the RGP would wear much quicker
